I submit the proposal for your favourable

consideration as an important factor in the policy of

encouraging Chinese to consider this Colony as their home.

As you are aware very great importance attaches to the proper maintenance of ancestral tombs, and the system of exhumation which is unavoidable in the crowded cemeteries used generally by the urban population tends to a feeling

of temporary sojourn.
